speed limited to 161kph

hi everyone! i have a 2018 monster 821, at first, speed only up to 149 kph, then goes down and stuck only to 145kph, after setting the DTC in sports/urban and touring to 8, it went up to 161kph only. my monster is import bike and comes with a DQC option but not getting open in my riding mode display. hoping someone can help me out.
