My "new" 2000 Monster 750 came with D&D Slip-on pipes... it seems like some air leaks out of where the cans slip on to the pipes.. I'm even getting a little black exhaust "soot" on the pipe right there..

Is this normal with slip ons? Should I be tightening them? Doing something else?

Try some high-temperature silicone sealant, e.g., Permatex, available at any auto supply store.
