I would say yes - rent the car, but I haven't used public transport in Sac much.
You can call a taxi and there's one for you relatively quickly, but it's a minimum $10 fee (unless it's changed in the last year)
Bus schedules - Cal-Expo should have a bus stop, but you'd likely have at least one transfer to get where you're going - that may take too long.
If you have a free night - maybe you can cage in with Grio to 'Geist night in SF.
