I keep my bike inside cept for when I ride it, the rear hugger is gettgin kinda cloudy, but when I wet the surface and rub it (hold your jokes) the clouding goes away but only temporary. What vcan I do to prevent this?

I'd get it painted. I'm not wild about the whole CF look. Strong and lightweight but looks kind of... bland. /shrug

Maybe try some rubbing compound, but very light grade stuff. If it works then maybe get it clearcoated. I used to wax my CF exhaust and never had any discoloration. /shrug

The gloss can be restored. If it has yellowed it is too late.

With CF, you should have clearcoated it before you put it on.

If it is clouded, but not yellowed, you can take it to a GOOD paint shop and have them sand and recoat it.

I have a CF hood on my S4 and had it protected with Ston Guard. It's a thin clear plastic that is protects against UV and the elements. It shouldn't cost too much for a bike if you wanted it done.
