Some pictures in the posts are bigger than others. Why is that? Is there some sort of picture re-sizing function somewhere that I'm missing?

Nope it depends on how the picture was sized before posting

I think all of the pictures uploaded into the DML galleries get automatically scaled down to 400pix wide.

Attachments can vary, but if they are large photos, they appear to get sized into a manageable thumbnail that can be expanded by clicking on the picture.

Yep, your pics get automatically sized to 600x450. However, you can view them full-size by right-clicking on them and selecting "view image".
