I saw a 2000 m900 the other day for sale at a non-Ducati moto shop. It was pure stock and the pipes were loose. The guy said that they had their shop look at it, and it is only rubber mounted, so there's nothing that can be done.

I had aftermarket pipes on my bike from the previous owner, but they are solid and don't move at all.

Is that normal for stock pipes?

it's true that there are rubber bushes to dampen vibration where they mount to the footpeg assemblies, but the cans shouldn't easily be "shaken" while mounted. heck... they'd vibrate right out!

My M750 also had this problem, the washer as mentioned above fixed it. Seems like the shoulder on the bolt was too long. People were always yelling at me that my pipes were loose, but all the bolts were as tight as they would go!
