Installing an Arrow steering damper?

??? Just got one, and am having a tough time trying to figure out how it mounts. it is an aluminum racing type, fitting below the lower triple clamp. Can't figure out where it clamps on the frame?

Any help would be appreciated. The included instructions are barely any help... :p
