Mine did that before I had the suspension dialed in.

You're bottoming the fork which is causing the front wheel to hop and chatter.

If you have an adjustable fork, you can dial in more preload to get the sag set right. Otherwise, the only cure in RaceTech (a stiffer spring).

You might want to check the run out on your rotors to see if they are warped....I should add that it is also posible for fork/clamp, wheel and calipers to be misaligned.
Pads over time can leave uneven deposits on rotor causing judder also.
Rotors can be bead blasted or honed....Brake tech recommends blasting rotors everytime you change friction materials.
