cannot rotate the cam in either direction. i am guessing the only solution is removing the cam? any other way to free things up without risking more damage? tia

Is the belt off? If so, rotate the motor a little bit, you might be binding up on a piston.

the head is off and on the workbench.

i should have explained the picture, sorry. the rocker is in a position that it is pressed down on the edge of the exhaust closer shim and it is up tight against the top of the valve stem...instead of where it should be, on the top of the vavle stem/opening shim. got to this pint cuz i was not paying enough attention as i rotated the engine to remove the closer on the intake valve. yea...totally my doing.

Ahh, I didn't look at the pic. Wiggle that cam around while putting finger pressure against the rocker. At some point on the rotation it'll pop right up and over.
