adjusting gear shift - how to? newbie

I was able to turn the rod by loosening one of the locknuts. Question: I had to use my wrench to turn the rod and it's quick tight. Is that normal? I tried to loosen 2 locknuts but only one without the reverse thread was easier to unloosen.

Hopefully you realized that you needed to turn the reverse thread clockwise to loosen it.
If you tried to turn it counter clock wise to loosen it, all you were actually doing was tightening it even more.

Go back out there and try again.
