2009 M696 fork seal - tough question

I just replaced the right fork leg oil seal that was leaking. I have been advised by two Ducati techs that one can not refill the fork using the volume specified in the manual (@ 18.2 fl. oz)...

As a general rule, the air screw is tightened LIGHTLY (so as not to damage the taper or seat) and then backed out @ 1 1/2 turns. Bike will run there. Probably well. Can always adjust a bit back...

Hmmm - it appears to me that if he is holding the end of the torque wrench steady as a pivot point, the true torque being measured is the torque being applied to the end of the wrench - not the nut....
