Safety wiring rear sprocket bolts

So my stock bolts have these tabs that allow you to wrap safety wiring around them like so:

My question is is this the intended purpose of the tabs (for safety wiring) or do I need to be using bolts with holes in them to secure it instead? I have seen others do it but I havenít found a definitive answer on it that is proper safety wiring or not. Thanks.
