I went to put on my timing belts last night and ran into another snag. I thought that the off center holes on the cam pulley mad it so that you could only put the cam pulley on one way, but it turns out that is not true. Rather than confuse everyone by trying to explain it I've created a little illustration to help. I've highlighted the important parts. The green dot indicates the mark on the pulley that you are suppose to line up with the heads. The red lines represent the position of the keyhole and screw holes in the flange regardless of weather or not they are accessible through the holes in the pulley. The position of the flange remains constant as the pulley is rotated clockwise.
Okay here's the illustration.

Now notice all the possible positions #2 #3 #5 #8. With positions #5 and #8 the holes are aligned precisely so that if you were to rotate it even the slightest amount either clockwise or counter clockwise at least one of the holes would become unaccessible. One of these two positions is what caused me to first believe that there was only one way these parts would fit together. However, after closer inspection, I realized that this is not true. In fact, there are a number of positions between #2 and #3 that are not show.
So this leaves me with the big question of how do I put this back together? Please help this is the only think holding me back from getting my bike together by this weekend.

Basically what it come down to is there are at least four (not counting all the degrees of rotation between #2 and #3) that the camshaft could be in while still having the dot on the pulley line up where it is suppose to. Because of the extent of damage that could be done by not getting it right I want to make sure it's right.

Do you have insurance on your bike yet? If so, maybe you should ride it up here and we could take yours apart so I can figure out how to get mine back together.

No, I'm still working on mine, but now that you mention it, I'll take pics of mine later tonight and send them too you.* Should be some time around 8:00pm.* I didn't think of that, not enough coffee yet I guess

Well I've been looking at the two pieces (the pulley and the flange) and I've discovered that there are wear marks on the flange from the pulley which will help in determining how to fit the two pieces together.
You can see the wear marks in this first photo of the two pieces separated.

Now, if you are careful to line up the wear marks as well as the holes there are really only two options that will work. Here are those two options.
Option one actually lines the alignment mark on the pulley with the notch in the flange. Not really sure what the notch in the flange is for. Could be for alignment, could be something else.

Option two aligns the pieces so that it's a tighter fit. Notice in option one if the screws were to loosen there would be room for movement in either direction where in option two, they still wouldn't be able to rotate on the flange because of the off center holes.

Well it looks like I may have a stumper here. I'm not going to give up hope yet. I know there is a way to figure this out.
Anyway here are some more photos of the progress to keep everyone interested until I get to the bottom of this.
