Default Vista/laptop question

Where the hell is the button that disables the 'select on hover' feature? >

If I inadvertently let the cursor dwell on something selectable, it selects it.
If I do it on purpose, it won't select.

God, no wonder people hate Vista, what a terrible "feature." Sorry I can't help you though... I only know OS X and Linux.

Well, the 'activate a window by hovering over it with the mouse' box wasn't checkmarked, so I did a check/uncheck/apply.

Seems like it's not doing it now.... but I'm suspicious.
