Default Yellow Plastic in fuel tank

Can anyone tell me what the yellow plastic lining bottom in my fuel tank is and what purpose it serves? When I opened my fuel tank, I saw the inside being yellow and thought something was wrong. I realized that it is some kind of a plastic lining within the tank... I'm not sure what it is or if it is supposed to be there. It is about 3 inches in from the top of the tank, and flat across the inside of the tank. If you can help, I would greatly appreciate it. Thanks... Not sure if this helps, but the bike is a 2006 Monster 620 Dark.
